Friends of the Earth International (FoEI) seeks an experienced organisational development consultant to conduct an independent review of its International Secretariat (IS) and International Secretariat Management Team (ISMT), located in Amsterdam, The Netherlands.
The review will assess the effectiveness, structure, leadership, governance arrangements and future organisational needs of the IS following a period of significant organisational change, financial pressures and staff restructuring.
Key Responsibilities
- Review organisational history, structure and evolution.
- Assess current functions and effectiveness of the International Secretariat.
- Evaluate leadership and management arrangements.
- Assess governance, accountability and decision-making systems.
- Review staff support systems, HR policies and distributed working arrangements.
- Examine relationships between the IS and other FoEI structures.
- Benchmark comparable organisations.
- Develop future organisational options and recommendations.
Required Experience
Applicants should demonstrate:
- Significant experience conducting organisational reviews, evaluations or institutional assessments.
- Expertise in organisational development, governance and change management.
- Experience working with international NGOs, federations, networks or social movements.
- Strong understanding of participatory and inclusive review methodologies.
- Experience working in multicultural and geographically distributed organisations.
- Excellent qualitative research, interviewing and analytical skills.
- Strong report writing and presentation skills.
- Ability to maintain confidentiality and organisational neutrality.
Desirable Experience
- Knowledge of environmental justice, human rights or social movement organisations.
- Experience with governance structures in membership-based federations.
- Familiarity with decentralised and distributed organisational models.
- Experience in organisational transformation during periods of financial constraint.
- Familiarity with Dutch and European legislations and context for NGOs
Location: Remote, candidates are required to have a valid work permit for the country they are working from.
Contract Duration: Approximately 5 months (July – October/November 2026)
Reporting To: Friends of the Earth International Executive Committee (ExCom), supported by the Office Management Committee (OMC).
Budget: there is a budget which covers consultancy time and other associated costs such as travel and meetings.
Languages: Excellent written and spoken English required. Additional language capabilities relevant to FoEI regions are desirable.
Remuneration: Applicants should submit a proposed consultancy fee and budget as part of their application.
