Program Manager


The Programme Manager is the focal point of contact for an assigned Customer Programme. The role of the Programme Manager is to plan and execute an assigned Customer Programme according to strict deadlines/budget within the IDA organization. This includes acquiring resources and coordinating the efforts of team members, IDA departments and third-party contractors or consultants in order to deliver the Programme according to plan.

The Programme Manager works directly for the Director Procurement Services and is part of the Procurement Services team.

Tasks & Responsibilities

  • Negotiate (extension of) contract with the Programme Customer, including participation in biddings for new RfPs for the Programme if applicable
  • Managing and monitoring the Programme's KPI's.
  • Overall management of the programme according to the contractual agreements, procurement as well as supply side
  • Managing and monitoring the Programme's KPI's.
  • Supervising work execution, via line management
  • Effectively communicate and manage customer programme expectations with team members and stakeholders
  • Delegate tasks and responsibilities to appropriate staff
  • Develop and deliver financial and organizational progress reports, proposals, and any other required document or presentation
  • Build, develop, and grow any business relationships vital to the success of the programme

Job requirements

  • HBO / University Level
  • 5 – 7 years of experience
  • Knowledge and vision in relation to customer service, supply chain management, development and implementation of customer programs, financial management, human resources management and organizational management
  • Experience in the field of Non-Communicable Diseases and/or Communicable Diseases like HIV/AIDS, TB, Malaria is preferred
  • Experience in working with major donors like UNITAID, USAID, The Global Fund is preferred
  • Analytical skills; able to obtain insight into complex problems of varying types
  • Social and Communication skills; for coaching and managing the many internal and external contacts directly and indirectly
  • Fluency in writing and communication in Dutch (fluency in French/Spanish is an advantage)
  • Ability to express himself/herself (both in speaking and writing) for reporting and for maintaining network contacts
  • Ability to assess delicate social and political situations and to act diplomatically
